JOINT BASE ANDREWS, Md. -- Lt. Col. Frank Gilliard, IV, is the new commander of the 756th Air Refueling Squadron at Joint Base Andrews, Md. He took command of the squadron during an assumption of command ceremony officiated by Col. Randall Heusser, 459th Operations Group Commander.
